Madras High Court: Create special vaccination counters for persons with disabilities

A Public Interest Litigation was filed in the Madras High Court by a polio survivor Meenakshi Balasubramanian.

The petition stated that differently abled people are highly vulnerable and are at a higher risk of contracting COVID-19.

The petition sought priority based vaccines to persons with disabilities (PWDs) and special vaccination counters.

Earlier, this request was also made by the State to the Centre, but there has been no reply from the Union Ministry of Health and Family Welfare.

The State had also mentioned that special centres would be created and priority based vaccination would be provided, if the court directed the same.

A Division Bench of the court consisting of Chief Justice Sanjib Banerjee and Justice Senthilkumar Ramamoorthy, heard the plea and issued directions to the State.

The Bench directed the State Government to create special counters for disabled persons in all government run vaccination centres.

Further, the Bench also stated that every effort should be made to enable such special counters. These include, providing ramps, elevators and other facilities.
