Supreme Court after issuing a notice to the Union Government sought for a reply with matters or issues raised in a plea by the Jharkhand Government against auction of coal blocks for commercial coal mining. SC seems to have given 4 weeks time to the Union Government for a reply.
The plea had raised concerns mentioning that out of 41 blocks likely to be up for auction, nine are located in Jharkhand. It also states that state would be affected more by the commercial coal block auctions.
Four major concerns were raised as follows:
- The environmental impact assessment needs to be done before any coal mining begins.
- The plea mentions the difficulty in getting reasonable returns for the natural resources cause of negative global investment due to Covid19.
- Claims of Jharkhand from Bihar Land Reforms Act, 1950 with respect to statutory and constitutional rights.
- Legal vacuum being red flagged since the lapse of Mineral Laws (Amendment) Act on May 14.
